D. Electricity Rates
Malawi has a 220/240 volts system and uses the British 'square bayonet' pin type not the round type used in South Africa. The Electricity Supply Commission of Malawi (ESCOM) is a statutory body responsible for the generation, transmission and distribution of electrical power throughout the country. Malawi's current installed capacity is 224 megawatts, of which 214 megawatts is hydro-generated, 10 megawatts is diesel generated, and a stand-by facility generates 15 megawatts. Government has just established Electricity Council that will be issuing licenses to private sector applicants who want to participate in the generation, transmission and distribution of electricity in Malawi.

E. Water Tariff
The Water Resources Act, the Blantyre Water Works Act and the Lilongwe Water Works Act govern water supply in Malawi. The overall authority on national water resources management is the Ministry of Water Development. The Blantyre and Lilongwe Water Boards are responsible for the provision of water in those two cities. Connection charges can vary depending on the type of site, and its location in relation to main source of water.

F. Telecommunications/Transportation
Malawi's transportation and communication systems are showing signs of steady improvement. Having no direct access to the sea, Malawi depends more on its roads, rail, and air than most other countries. For this reason, the government has embarked on an aggressive program to improve the overall transportation sector of the economy.

Road Network:
A majority of Malawi's international freight traffic has been largely moved through the country's 14,000 Km road network. Eight major road projects have recently been carried out, with many more under construction. Some of these projects have been aimed at improving conditions and boosting traffic on the roadway to Tanzania, in an effort to increase the ease with which freight is transported to the port in Dar-Es-Salaam.

Rail:
Heavily used dedicated rail freight links are being bolstered by the development of the northern Corridor that leads into Tanzania. The Nacala freight line through Mozambique has been improved greatly thus reopening the route to the ports on the Indian Ocean. The Tete corridor, which closed in 1991, has been rehabilitated and reopened to traffic as well.

Air Transport:
One of the healthiest transport sectors in Malawi, air transport has registered growth rates even when other sectors haven't. Air Malawi offers service to domestic and regional destinations, including Nairobi, Harare, Lusaka and Johannesburg among others. The airports in Lilongwe and Blantyre both have large capacity bonded and refrigerated warehouse space available.

Telecommunications :
The telecommunications network in Malawi is rapidly improving, becoming one of the most reliable and inexpensive in the region. International direct dialling is now available on 98 percent of the country's phones. In an effort to bring Malawi's communications system more in line with the rest of the world, thousands of digital lines are being installed in the major cities each year. There are now two cell phone operating companies that will 11 eventually provide services even in the rural areas.

There is only one operator of fixed lines in Malawi, Malawi Telecommunications Limited (MTL) and two cellular phone operators, Telecom Networks Malawi and Celtel. Postal services are mainly provided by the Malawi Posts Corporation. There are also two other private postal operators, AIATECH and Post Dot Net based in Blantyre.

There are several Internet service providers. Internet cafes or bureaus can be found in all the major cities and towns of Malawi at affordable rates.

H. Labour
Malawi's labour supply is excellent with a population of over 11.2 million providing an abundance of easy-to-train and industrious workers. Training in technical and vocational trades is offered at nine technical schools located throughout Malawi.

Labour laws and wages
Malawi's labour laws conform to the conventions of the International Labour Organisation and are administered by the Labour Commission under the Ministry of Labour. As stipulated in the Employment Act, since the 10th November 2000, minimum daily wages paid to an employee shall not be calculated at a rate less favourable than specified, in relation to the area of employment, below;

In the cities of Blantyre, Lilongwe, Mzuzu and the Municipality of Zomba, MK 50.00 (US$ 0.55) per day; and
In the Twownships and all other areas, MK 37.00 (US$0.40) per day
The minimum rate payable in respect of weekly, fortnightly or monthly contracts shall be not less favourable than -

Weekly: the appropriate daily rate multiplied by 6;
Fortnightly: the appropriate daily rate multiplied by twelve; and
Monthly: the appropriate daily rate multiplied by twenty-six.

Housing Allowance
This order applies to all employees in the Cities of Blantyre, Lilongwe, and Mzuzu in the Municipality of Zomba and in all Townships and who are paid at the rate not exceeding

In the case of employees in the Cities of Blantyre, Lilongwe and Mzuzu and the Municipality of Zomba, MK 50.00 (US$0.55) per day; and in the case of employees in all townships, MK 37.00 (US$0.40) per day.

In the case of an employee who is not provided with housing accommodation by his employer, the employer shall pay a housing allowance -

In the Cities of Blantyre, Lilongwe and Mzuzu and in the Municipality of Zomba, not less than MK 5.00 (US$0.05) per day; and in all Townships, not less than MK 3.70 (US$0.04) per day.
